I think so. the poe is a ... the worlds can be used as poe in order to bypass stymies for the sake of the common good, so it's not like, oh, the lamp people are genuflecting to the city and the industrial oow belongs to the council, it's that efficiency is a moral cognitive resource that's shared between the two and as such is capable of being realized or brought to bear in thsi situation, so the lamp people agree that it's worth it to make the maps efficient for the common good , not that lamps should always be made efficient but it makes sense in this situation, also not the ordinary sense of justice here...
